Clean Air Initiative for Asian Cities (CAI-Asia)
China Project is recruiting a local consultant to fill in the position
Air Quality Researcher of the China Project Office (CPO). The contract
will be signed between the Consultant and Asian Development Bank
(ADB) under ADB TA 6144: Better Air Quality Management in Asia.
CAI-Asia China Project is a joint project between China State
Environmental Protection Administration (SEPA) and CAI-Asia. The
Project aims ^to promote better air quality management in selected
Chinese cities ̄. The terms of reference for this position is attached.
The ideal candidate for this position would be a person with:
1) A university degree on sciences or engineering relevant to air
quality
2) At least 3 years relevant working experience
3) Good communications skills and a team player
4) Analytical and result-oriented professional approach
5) Good grasp of English as English is the daily working language
6) Good IT skills in Microsoft office software and web-based research

TERMS OF REFERENCE
AIR QUALITY RESEARCHER
(LOCAL CONSULTANT)
Project: RETA 6144: Better Air Quality Management in Asia
Expertise: Air Quality Researcher (Local Consultant)
Objective/Purpose of the Assignment:
The consultant will assist the RETA in establishing
the Clean Air Initiative for Asian Cities (CAI-Asia) local network
in the People¨s Republic of China (PRC).
Scope of Work:
The consultant will work under the overall supervision
of the RETA Project Officer or such other ADB staff from the Environment
and Social Safeguard Division (RSES), Regional and Sustainable Development
Department (RSDD) as may be delegated for the task by the Director,
RSES. The consultant will conduct independent research and analysis,
and provide reports with advice or recommendations needed for the
establishment of the CAI-Asia Local Network in PRC.
Detailed Tasks:
The specific tasks of the consultant are the following:
(i) document current air quality levels and air quality
management initiatives taken by cities and national government agencies
in PRC through websites, publications, discussion groups etc.;
(ii) assist in identifying the relevant stakeholders
from national government, development agencies, key cities in PRC,
and private sector which should become part of the local network;
(iii) document the exchange of experiences on effective
measures among Chinese cities and other stakeholders through the
CAI-Asia website;
(iv) conduct research on air quality topics needed
by the PRC local CAI-Asia network to formulate an integrated air
quality management strategy;
(v) conduct research to assist the local network formulate
a strategic or logical framework, which places activities of development
agencies in a strategic context; this framework should identify
what ^gaps ̄ there are in air quality management at the local level
in PRC; and
(vi) coordinate closely with the State Environmental
Protection Administration (SEPA) and the CAI-Asia Secretariat in
the Asian Development Bank in the implementation of activities to
establish the local CAI-Asia network in PRC.
Output/Reporting Requirements:
The consultant will report on a regular basis covering
the work undertaken and providing recommendations on the basis of
analysis of each of the items specified in the detailed tasks outlined
above. Reporting will be through the Senior Network Coordinator
to the CAI-Asia Secretariat in ADB, Manila, Philippines. The research
outputs of the consultant will be documented on CAI-Asia website;
he will coordinate with the webmaster of the CAI-Asia Secretariat
to ensure that this is done on a regular basis.
