December 7 of 2006 the "Second International Workshop on Vehicle Emission Control" co-sponsored by SEPA and EPA was held in Beijing, and the theme of this workshop was titled as "Compliance Management and Cleaner Fuels". During the workshop the officials from China, America and European Union introduced their successful experiences on vehicle emission control respectively; experts inside and outside of China introduced the impacts on vehicle emission control management from auto industry and fuel industry.

Deputy Director of Pollution Department of SEPA Mr. Xinmin-Lin said that recently the vehicle-emission-control work in China has got great progress, and the cities' vehicle emission has been reduced a lot. However, the auto industry is developing fast in China now, and only the first 10 months of 2006 the vehicle amount has increased about 6.21million. According to the "Eleventh Five-year" plan, during the "Eleventh Five-Year" period the existing amount and the output of vehicles in China will increase a lot, so China confronts with serious environment and air quality problems. SEPA would strictly implement the regulations at different steps.

Confront with increasingly serious environment and air quality problems, China has strengthened the vehicle emission control. After the 23 years' efforts the supervision and management system for newly produced vehicles in China has almost been perfected, and the pollution preventing has got great progress. While engaging in control the vehicle emission, SEPA also made efforts to improve the fuel quality. After China eliminated the leaded gasoline in 2000, by July 2005 SEPA and EPA had co-sponsored an international workshop which began the lower sulfur content process for motor diesel. So far the process has got great progress and the newly revised standard of "Motor Unleaded Gasoline" will be issued soon. The new standard regulated that since December 31 of 2009 the sulfur content in motor unleaded gasoline will be reduced to 150ppm among the whole China.

On the base of the first workshop this workshop added the compliance management of vehicle environmental protection. Vehicle compliance management on environmental protection is a very important measure to control the vehicle emission, while strengthening the type-approval, production conformity and compliance management on new vehicles, SEPA will also strengthen in-use vehicle management system and gradually perfect the regulated I/M system for in-use vehicle. SEPA will make efforts on basic fuels, motor clean additives, motor diesel and service stations, and gradually move into associated supervision and management work on motor fuels.

The officials and enterprisers inside and outside of China highly appraised the cooperation on vehicle emission control between China and America, and they thought that the two parties' cooperation has great significance. Merrylin Zaw-mon from EPA said that SEPA would always support China to control the vehicle emission, positively introduce the advanced management experiences and measures to China and make the vehicle emission control in China can be compliant with the international level in advance, and improve the city air quality in China.

It was reported that this workshop was help on the base of "Memorandum of Sino-America Co-operation on Air Pollution and Cleaner Energy" signed by China and America in 2003. Experts from America, China and the European Union discussed about the vehicle-emission-prevention management and technique.

More than 200 participants from United Nations Environment Program, European Union, Energy Foundation of America, National Development and Reform Commission of People's Republic of China, Financial Department and the universities attended this workshop.
