7-8 of 2006 the "Second International Workshop
on Vehicle Emission Control" co-sponsored by
Station Environmental Protection Administration of
People's Republic of China (SEPA) and the Environmental
Protection Agency of United States (EPA) was held
in Beijing. The main theme of this workshop is entitled
"Compliance Management and Cleaner Fuels".
According to this workshop, SEPA decided to strengthen
building in-use vehicle management system while strengthening
the type-approval and production conformity on new
vehicles, through which to improve the regulated I/M
system on the environmental protection feature of
in-use vehicles. Xinmin-Li, the Deputy Director of
Pollution Control Division of SEPA, told the journalists
that so far in most large cities such as Beijing and
Shanghai the motor vehicles had become the mainly
city pollution source. Although the fuel quality in
China had got great progress, there is still a long
way to go to meet the environmental protection regulation,
especially, the sulfur content in the fuel is till
high, which is not good for controlling the vehicle
emission. Therefore, SEPA would continually boost
the compliance management on vehicles. In-use vehicle
management would be the main work in the future. It
was said that SEPA is trying to learn the related
regulation of European Union, which means that if
the emission check of in-use vehicles were ineligible,
SEPA will require the manufacturers to recall those
in-use vehicles not compliant with the emission standard.
This
workshop is held under the requirement of "Memorandum
of Sino-America Co-operation on Air Pollution and
Cleaner Energy" signed by China and America in
2003. More than 200 participants including the government
officials, experts, scholars and enterprisers in environmental
protection fields from the two countries attended
this workshop, and discussed the problems on vehicle
management and cleaner fuels.
