                  December 7-8, 2006

  December 7 to 8 of 2006, Second International Workshop on Vehicle Emission Control sponsored by State Environmental Protection Administration of People's Republic of China and Environmental Protection Agency of the United States was held in Beijing. Many governmental officials of environmental protection departments, scholars and enterprisers of the two countries participated at this workshop and discussed the compliance management and clean fuels.

  The Auto industry grows fast in China and until October of 2006 the vehicle production has reached more than 6.2 million. It was predicted that China would become the third largest manufacturing country and the second largest consuming country. During the "Eleventh Five-Year" period the GDP in China grows at the speed of 7.5%, and the vehicle population and production had significantly increased. The air quality status in China would become more serious, and SEPA will implement the emission standard of different phases according to the regulated date.

  For the increasingly serious air quality, China strengthened vehicle emission control. After 23 year's efforts the supervision system for vehicle emission control has been perfected and the pollution control work had got great progress. While SEPA controls the emission from vehicles, it also boosts improving the fuel quality. After the Chinese government successfully rejected the lead content in gasoline in 2002, SEPA and EPA sponsored an international workshop in 2005 began the lower sulfur procedures in China. So far the program has got great progress in China, and the revised regulation for "Vehicle-Used Gasoline without Lead" will soon issued. It regulated that from December 31 of 2009 the sulfur in non-lead gasoline would be reduced to 150ppm in the country wide.

  Vehicle compliance management is the key measure to control the emission from vehicles. SEPA strengthens managing new vehicle type approval, conformity of production and in-use vehicle compliance, and also strengthens to construct the manage system for in-use vehicles. The I/M program for in-use vehicles has been improved. SEPA will make efforts to improve basic fuels, lustrations, diesels and service stations.

  The vehicle-emission-control cooperation between China and U.S.A has great significance. EPA helped China a lot in vehicle emission control, and introduced lots of experiences in vehicle-emission-control and I/M program, which helped China conformed with the world, and improved the air quality in China.

  It was said that this workshop was held on the basis of the memoire signed by the two environmental protection departments of China and the U.S.A. The scheme of this workshop was "Compliance Management and Cleaner Fuels".

  More than 200 representatives from United Nations Environment Programme (UNEP), UN, U.S Energy Found, State Development and Reform Commission, Financial Department, and other agencies and institutes participated at this conference.

 The workshop was vigorously supported by many medium centers. The journalists from CCTV and BTV (Beijing Television) gave the live reports respectively. Many newspapers such as China Enterprise News, China Automotive News, China Customer Journal and China Environment News respectively designed related columns in the principal fields.
