VECC of SEPA , which was established by SEPA in 1997, is with responsibility for following :

　　1. To provide technical support in vehicle emission control strategy, policy, and standard;

　　2. To evaluate and supervise the vehicle emission inspection organizations;

　　3. Technical review of Type Approval for new vehicle's emission;

　　4. To arbitrate the technical dispute about vehicle emission measurement;

　　5. To set up and manage the vehicle emission database of China;

　　6. To carry out vehicle emission testing and the evaluation of pollution control system;

　　7. Training courses for local environmental protection bureaus.
